The uncomfortable reality is that for Palestinian leaders, the incentives for concluding peace with Israel pale in comparison to the rewards for maintaining tension, allowing sporadic violence, and advancing the “Israeli occupation” narrative. After all, that’s how they retain their hold on power—and making concessions to Israel as part of a real peace process would be a sure-fire way to lose it.
This is true for almost all dictators who must maintain a semblance of conflict with an external enemy (either real or imagined) to retain power over the populace by keeping their focus external and not on the internal oppression and ruthless government. North Korea is another example. There can never be peace or reconciliation between North and South Korea as long as the Kim dictatorial dynasty rules. They would lose power as the populace turned their focus inward with no external enemy to divert their attention.
The truth is that the Palestinians do not want peace with Israel. Any "peace agreements" will be subterfuge to deceive Israel and the west, and to buy time and resources to fortify the Palestinians for an armed conflict. As I wrote earlier here, Muslims are masters at deception - something that Islam mandates. Western world leaders are wise to be wary and cautious about entering into any treaties or agreements with the Islamic world.
The Bible (Dan 9:27; Matt 24:15-16) warns of a future world leader with unprecedented power that signs a 7-year peace treaty with Israel. Halfway into the 7-year period, he will break his pledge and unleash hell-on-earth.
